Isa bin Salman Al Khalifa became Hakim, and later the first Emir, of Bahrain in 1961, inheriting a small island state under British protection. His nearly four-decade reign was defined by the delicate management of transition. He oversaw Bahrain's full independence from Britain in 1971, a move he pursued with cautious diplomacy. Recognizing the limits of oil reserves, he aggressively diversified the economy, transforming the capital, Manama, into a pioneering hub for offshore banking and finance in the Gulf region. His rule, however, was not without tension; the latter years saw increasing calls for political reform, which he met with a mixture of limited concession and suppression. When he died in 1999, he left behind a nation that was materially wealthier and more connected to the world, yet grappling with the social and political questions that rapid modernization inevitably brings.
