

A soft-spoken Scottish bishop who shepherded remote island parishes before leading one of the country's largest Catholic dioceses.
Bishop Joseph Toal's path in the Catholic Church has been defined by a quiet dedication to some of Scotland's most challenging and beautiful terrain. Ordained a priest for the Diocese of Argyll and the Isles in 1980, he spent decades ministering to scattered communities across the Hebrides, where parishes are separated by sea and mountain. This experience in a diocese known for its geographical vastness and small congregations shaped his pastoral style—practical, patient, and deeply connected to local needs. In 2008, he was appointed Bishop of Argyll and the Isles, a role that seemed a natural fit. Six years later, Pope Francis called him to a vastly different challenge: leading the Diocese of Motherwell, a populous urban and industrial heartland diocese near Glasgow. The move from remote islands to central Scotland's densely populated towns was a stark shift, but Toal brought with him a reputation for gentle leadership and a focus on priestly formation, aiming to steady a diocese navigating the complex modern realities of the Church in Scotland.
