Hugo Banzer's life traced the arc of 20th-century Bolivian politics, from barracks revolt to ballot box. A career military officer trained in the United States, he first entered the presidential palace in 1971 through a coup, establishing a right-wing dictatorship that lasted seven years. His rule was marked by economic nationalism, particularly in hydrocarbons, and severe repression of political opponents. After being forced to call elections, he stepped aside, but the political itch remained. Banzer later shed his uniform, founded the ADN party, and plunged into the democratic fray. After several failed bids, he finally won the presidency at the ballot box in 1997, leading a coalition government. This second act was strikingly different: he embraced coca eradication policies favored by the United States and oversaw a period of relative economic stability. His journey from strongman to elected leader made him a complex, pivotal figure who helped steer Bolivia from an era of frequent coups toward a more institutionalized, if still fragile, political system.
