For three decades, Enoch 'Nucky' Johnson wasn't just a political figure in Atlantic City; he was the city's undisputed ruler. As the Atlantic County sheriff and later the behind-the-scenes Republican boss, he built a machine that fused municipal government with organized crime. During the 1920s, his open flouting of Prohibition laws transformed the seaside resort into a nationally famous sanctuary for bootlegging, gambling, and nightlife. His extravagant lifestyle—tailored suits, a chauffeured limousine, and a teenage mistress—was funded by a system of kickbacks from every illegal enterprise. His downfall came not from violence but from tax evasion, a conviction that ended his reign and inspired a later HBO television series.
