His moment arrived in the turbulent 1990s, following a bloody military crackdown, when he was seen as a clean, stabilizing choice for prime minister. His first term was defined by navigating a fragile democracy, but his legacy was cemented during his second. Taking office in the immediate aftermath of the devastating 1997 Asian Financial Crisis, Chuan administered bitter but necessary economic medicine, adhering to International Monetary Fund prescriptions to stabilize the Thai currency. While the austerity was painful, it is credited with laying the groundwork for recovery. A dedicated institutionalist, he also shepherded the passage of Thailand's landmark 1997 'People's Constitution,' designed to strengthen democracy and fight corruption.
