Bob Carr brought a bookish, strategic mind to the rough-and-tumble of Australian politics. Elected Premier of New South Wales in 1995, he presided over a decade of economic transformation in Sydney, steering the state through the preparations for the successful 2000 Olympic Games. Known for his environmental focus—he famously declared himself the 'world's first green Premier'—and his disciplined, sometimes aloof, public persona, Carr's tenure was marked by fiscal caution and major urban projects. After retiring from state politics, he was lured back to serve as Foreign Minister in the federal government, where his historical knowledge and clear-eyed view of international relations, particularly regarding China, shaped Australia's diplomatic posture. In later years, he directed a university institute focused on the vital Australia-China relationship.
