Andres Tarand brought the measured, evidence-based mind of a geographer and climatologist into the volatile arena of post-independence Estonian politics. After decades of academic work, he entered government as an environmental minister, a role that suited his expertise. His moment at the helm was unexpected: in 1994, following the fall of the previous cabinet, Tarand was asked to lead a caretaker government. For nine months, his administration provided stability, overseeing continued economic reforms and steering Estonia firmly toward Western integration without major drama.
